The ISPLC conference was started in 1997 by communications researchers in Europe and Asia as a forum for the discussion of the issues associated with the use of electrical power distribution wires as a viable communication channel. These pioneers have been joined by an international team of academics and industrial researchers, as well as regulators, who made ISPLC the leading technical conference in the field of Power Line Communications.

ISPLC is held annually in Spring (typically between late March and early April) at different locations. The contributions presented at ISPLC span all aspects of communications over power lines, including access, home networking, in-vehicle applications, utility applications, and more.

Since 2006, ISPLC is financially and technically sponsored by the IEEE Communications Society (ComSoc) and has become the flagship conference of the IEEE ComSoc Technical Committee on Power Line Communications (IEEE TC-PLC).

The IEEE ComSoc Technical Committee on Power Line Communications organizes events, sponsors conferences, contributes to the organization of technical events along ComSoc flagship conferences, promotes the realization of special issues on leading journals and magazines, and assists in the development of IEEE Standards in the area of Power Line Communications.
